Add HEIC/JPEG/WEBP libs for imagemagick

I think that's a fairly recent change. The imagemagick package was getting too large so they broke it up into modules.

OK; I'm just about to release v0.119.0 which needs these, am I best to hold off until this merges do you think?

I temporarily disabled our external trigger so it won't build prematurely. You can go ahead and release. Once quay is back, I'll merge this PR and re-enable the trigger.
