Migrate the extension to Manifest V3 and modernize CI/CD tooling and dependencies.
This PR updates the extension to Chrome's Manifest V3, which involves significant changes to the manifest file and the background script (now a service worker). It also modernizes the GitHub Actions workflows to use Node.js 20 and adds browser-specific testing and linting for improved cross-browser compatibility.
