This PR adds support for the PHP 8.5 FPM runtime image on Ubuntu Noble.
At the moment, the Microsoft SQL Server PHP extensions — sqlsrv and pdo_sqlsrv — do not support PHP 8.5. These extensions are used by customers whose PHP applications connect to Microsoft SQL Server or Azure SQL Database.
However, applications can still connect to SQL Server by using pdo_odbc, which allows PHP to communicate with databases via an ODBC driver. This remains a valid workaround until official PHP 8.5 support is available.

support for PHP 8.5 in sqlsrv and pdo_sqlsrv is expected to arrive in the first week of March.
