New yml files were added for cpu and gpu platforms to build ofa inside of a conda env. Added verbiage to README for how to run conda command. Later versions of torchvision.transforms support InterpolationMode enums, thus, there is a mismatch between the new enums and PIL.Image values. This fixes it, makes it backwards compatible.
