feat(nimbus): Add targeting for Android existing users who have not accepted ToU

Because

• We want to be able to target existing Android users (that have been using the app for 28+ days) who have not accepted Terms of Use (ToU)
• We want to be able to target existing Android users (that have been using the app for 28+ days) who have not accepted Terms of Use (ToU) AND have not opted out of sponsored content

This commit adds two advanced targeting options:

• Android existing users who have not accepted ToU
• Android existing users who have not accepted ToU AND have not opted out of any sponsored content
