Because: - we want to target new users in rollouts but have them drop out after they no longer meet the targeting criteria; and - the existing mobile new user targeting criteria requires sticky targeting this commit: - renames the existing targeting to make it clear that it is sticky; and - adds a new non-sticky version Fixes #13886
