opencc_open 會建立一個 persist resource，只有當 process 結束或是直接呼叫 opencc_close 才會釋放 resource，如果使用相同參數呼叫 opencc_open，php 會先去檢查是否存在 persist resource，如果有就直接回傳，如果沒有就另外新建立 resource 。
