Adds extraction prompts for policy issues, interventions, and results with policy-specific fields (responsible_actor, implementation_level, claim_type, evidence_basis, etc.). Extends project interventions and navigator endpoints to return policy-specific fields (implementation_level, responsible_actor, impact_direction, claim_text, claim_type, evidence_basis, uncertainty_language, population_targeted).
