Added the possibility for using 24 hour notation in the search fields for message filter.
Added the possibility for using 24 hour notation in the search fields for event filter.
Change the time selection fields for message and event filtering to 24 hour notation as default.

If possible (and allowed), use 24 hour notation as default for the search criteria.
