P1 Badge Restore missing workspace lock entries

This lockfile update drops workspace entries for many existing apps (e.g., @app/announcements, @app/billing-connector, @app/callcenter) even though package.json still includes apps/* in workspaces, so a root install will try to re-add those sections. Because CI runs yarn install --immutable (see .github/workflows/nodejs.condo.ci.yml), any required lockfile rewrite will abort the install, so the pipeline and local immutable installs will fail until the lockfile is regenerated with all workspace entries.
