Update yarn.lock for qs bump to avoid CI failure

This change bumps qs in apps/condo/package.json but doesn’t update yarn.lock, so CI jobs that run yarn install --immutable (e.g. .github/workflows/nodejs.condo.ci.yml step “Install packages”) will fail because Yarn refuses to proceed when the lockfile would change. The local Yarn 3.2.2 help explicitly states --immutable will “Abort with an error exit code if the lockfile was to be modified,” so the dependency bump won’t be usable until the lock is regenerated.
