This PR moves the FRITZ Smart Energy 250 device from generic device types to power meter device types, enabling users to utilize new Thing Actions that were introduced in PR #19488.
Key changes:
- Added SMART_ENERGY_250_THING_TYPE to the SUPPORTED_POWER_METER_THING_TYPES set
- Removed SMART_ENERGY_250_THING_TYPE from the SUPPORTED_DEVICE_THING_TYPES_UIDS set
