Rename prowjobdispatcher and autotestgridgenerator

Rename prowjobdispatcher and autotestgridgenerator directories to match their image names (prow-job-dispatcher and auto-testgrid-generator), enabling the build system's affected-tool detection to correctly rebuild images when source code changes. This follows the same pattern as #4905 for auto-config-brancher. .
