Configure Tide to treat Red Hat Konflux status checks as optional for the opendatahub-io/opendatahub-operator repository. This allows PRs to merge even when Konflux checks are pending or failing. The checks will still run and report results, but they won't block merges. This follows the same pattern used for other repositories like openshift/jenkins.
