✍ Description

This change adds a mechanism to upload openapi.yaml to S3.

Now we need to add a new parameter to the environment variables.
./deployment/oqtopus-dev/.env

PROFILE=foo-dev

...

OPENAPI_URL=https://hoge-hoge.execute-api.ap-northeast-1.amazonaws.com
OPENAPI_DESCRIPTION="your url description"

Next Ticket
