Prototype: Client pagination, searching sorting and filtering

This is not a production PR, but a sandbox to test out client-side pagination and filtering.

My recommendation would be that we work towards this incrementally. We can start with the client-side query, pagination and sorting – and follow up with the searching and filtering.

To address with client-side pagination initially:

1. Optimising response time querying all the resources upfront
   a. Perhaps preloading the first page and getting the rest async
   b. Gzip on the dropshot response body (Gzip response bodies dropshot#221)
2. Handling situations where there's a number of resources greater than the query page size
3. Does this work effectively when polling (e.g. when an instance is in a transitional state)
