Unpin click dependency - circular dependency with hatch resolved

click==8.2.1 was pinned due to circular dependency issues with hatch. Verified that click 8.3.1 + hatch 1.16.3 + hatchling 1.28.0 install without conflicts - the issue is resolved upstream.

Changes

• pyproject.toml: click==8.2.1 → click>=8.2.1

Note

Effective upgrade to click 8.3+ requires updating panoptes-utils dependency, which currently constrains click<8.3. This change prepares POCS for that upgrade.
