Prevent many unnecessary DaVinci flow import plans

Change Description

• Add UseStateForUnknown plan modifiers for values that will not be affected by other values provided in the request
• Switch position and pan x/y values to Float64, which prevents issues causing a diff to be detected with every plan (see Certain precise Number attributes cause permanent plan diff, depending on their big.Float representation hashicorp/terraform-plugin-framework#1274)
• Bump client version for new float64 changes (will be updated before merge with a released client. Currently pointing at this branch: Regenerate with float64 values for flow position and pan values pingone-go-client#65)
• Add a debug launch configuration specifically for the beta provider build
