- pin PyYAML dependency version
- use a PyPI PyYAML package rather than cloning from GitHub
- fix automated tests that broke when we (previously) updated Werkzeug
upgrade to werkzeug 2.1.x
peg Flask version to 2.2.4 to bypass breaking change in 2.3.0
update Pipfile.lock to peg Flask dependency
