Using the cubic endomorphism in the emulated curves we can reduce the number of constraints for single multiplications:

Window size Mul GLV mul
2 73 K 59 K
3 70 K 54 K
4 74 K 56 K

This improvement may not carry over to batched multiplications, as the benefits of both come from amortizing doublings.

This PR needs the original endomorphism PR to be merged first: privacy-ethereum/halo2curves#24
