This PR introduces the SystemRDL files describing the register map of a Spatz Cluster.
The files are automatically generated using the
clustergen.pyscript.The files are required for SoC level code generation using the FlooNoC tooling.
Note: This only adds the RDL files, but does not yet generate the register files.
