now, you can speical sql file names which need to apply sql-migrate 20200512181004-admin_user-init.sql down sql-migrate down 20200512181004-admin_user-init.sql

I'm not sure this is a good idea. It promotes ad-hoc database tweaking, which is exactly what you should avoid. |
