What is the goal of this PR and why is this important?

Adds system specs for the two workflows of Facilitator password resetting

1). Facilitator uses the "Change password" form to update password from current to new password
2). Facilitator uses the "Log out and reset" option for forgotten passwords

and, would you also run bundle update brakeman and commit that so this'll pass the tests step?
