Document new AvaTax App feature that writes tax exemption status to checkout public metadata.

Details

• Adds description of the new configuration toggle (Tax exemption status metadata)
• Documents avataxExemptionStatus public metadata key, JSON shape, and how to query it via metafield
• Notes that the key is only written when exemption is applied and is removed otherwise

@JannikZed have you considered the customer has 2 in one state? it might be possible a business is involved in resales. and in agrigulre. the would both be present and valid but affect the way the products get applied. in my avatax replacement app will will have a preference (applied with no input on the order) but then you also need some mechanism to ask the customer. I need to check how often and likely since not possible none. but in my experience as accounting manage in farm supplied company it has come up. customers resell our fence to community and use it on their farm.
