I think, because we're purging, it would make sense to rename "archive-deleted-rows-cell0" to "purge-deleted-rows-cell0" everywhere.

Cell0 contains instances that failed to get created. In regions with high automation retry rates, this can reach 50,000 failed creations per day with up to 64 KiB of user-data per VM. This new nanny job purges cell0 more often to handle the high volume of failed creations.
