- Add periodic 15s interval to retry AwaitingDownload batches as a safety net in case UpdatedPeerCgc events are missed, gated on range sync being active. - Track batch creation time and fail the chain if any batch has been stuck in AwaitingDownload for >10 minutes (CHAIN_MAX_STALL_DURATION). The stall check runs after all send attempts in attempt_send_awaiting_download_batches, catching both NoPeer from the network layer and no-peers-on-sampling-subnets in a single place. - Add metrics: batch lifetime histogram and chain-failed-no-peers counter.
