This changes generated artifacts to support Node.js 18.x as the minimum Node.js version.
We announced the end of support for Node.js 16.x in the AWS SDK for JavaScript (v3) starting January 6, 2025 back in July, 2024.
Description of changes:
bump engines (base-package.json) and @types/node to use minimum Node.js version 18.x.
