doc build is failing for a github api issue here. I'm assuming that's flaky because it certainly has nothing to do with this change. Tragically I can't re-run until everything is finished. |

This fixes some formatting inconsistencies in the changelog that were discovered when attempting to backport changes to the changelog tool's format.
