Ultimately, I would like to add rubocop-performance to this project. Being a dependency for projects like puma, squeezing out some extra speed here could be worthwhile. Initially though, this PR fixes the current infractions and organizes the rubocop configuration. It also matches the target ruby version there and the one the readme to that specified in the gemspec.
