This change happened in PR spyder-ide/spyder#21769, which was merged before the Spyder 6.1 release.
No longer necessary after PR spyder-ide/spyder#22053. This reverts commit 51e1a5f.
We are using miniforge so no reason to use the mambe command.
There is no reason to do this, so just do a normal install. Besides, pip is reporting that it is deprecated. Inspired by spyder-ide/spyder#23384.
The tests only work with Spyder 6.1 which is not yet released.
Like main Spyder, we test against Python 3.9 to 3.12, but we skip Python 3.10 to cut down on resource use.

Update
test_pythonpath_changeto take the changes in Spyder's Python path manager plugin into account. Also do some updates to the GitHub Actions script.I checked and as far as I can see no other changes to the code are necessary to prepare for Python 6.1.
