When the Help activity is not installed and no social help server is
configured, opening “View Help” currently results in a 502 Bad Gateway
error.
This change detects that situation early and shows a clear message
informing the user that the Help activity is not installed, instead of
attempting to load unavailable help content.
Fixes #931
