Tensile: Add libtock-rs 15.4 tests

Overview

This PR updates the tensile test scripts to include a libtock-rs 15.4 tx/rx test.

Testing

Treadmill job replicating steps initiated by nightly tensile test.

@tyler-potyondy If you move this over to staging/tensile, then you can manually deploy to Treadmill to test it. We use the staging/* namespace to guard access to the deployment environment secrets, which is why this previous deploy of yours failed.

Just moved these changes over to https://github.com/tock/tock-hardware-ci/tree/staging/tensile.

I ran the tensile nightly CI job on this staging branch and it failed. This is because this is built with some renaming/changes of examples inhttps://github.com/tock/libtock-rs/pull/587. We should block on retesting/merging this PR until tock/libtock-rs#587 is merged.

Unfortunately I don't think GitHub allows you to change the source branch of a PR, just the target. But it should be sufficient for you to just push the same commit to staging/tensile and then manually kick off the workflow for that branch!
