Add.devcontainer/devcontainer.json and .devcontainer/Dockerfile to configure Codespaces and local devcontainer with:
• Node.js 18
• Python 3.11 (via devcontainer feature)
• Recommended VS Code extensions: ESLint, Prettier, Python, Docker The devcontainer runs npm install on create if package.json is present.
