NOTE: I started working on this because we needed to upgrade CareCar app to OTP 23 to solve an SSL issue that started happening with our ApiClient. Before I could get this image built, tested, and released Mike fixed the issue another way. So for now I am stopping work on this but there likely isn't much more effort needed to cut this release.
Changes
newer hexpm elixir base image
We previously had libcrypto/libssl and related packages installed and certs on base image. We should determine if that is still necessary for CareCar's needs and remove them if possible.
