- [maven-release-plugin] prepare release v0.30.0-RC3

- replaced Path by File to avoid many conversion back and forth. Maven can initialize List straight from the pom.xml file.

…ng the dirty modules feature that was only used in CompileRascalMojo. This increased the cohesion of all classes, and reduced unnecessary coupling. The "modules" parameter became an extraParameter for the CompileRascalMojo instead of a default empty parameter for everybody
