With cgroups v2, the cgroup tree is unified between the container and host - so we "accidentally" had the right kind of access. cgroups v1 need an explicit mount.

With cgroups v2, this should only explicitly re-state what was already happening, while it should fix memory and CPU metrics on cgroups v1.

@curusarn also looked through relevant codebases for other "footguns" with our mounts and cgroups v1, but it looks like this was the only one 🙏
