What this PR does
Adds an inline note in
comment_helper.rbexplaining that thereply_toparameter is not passed to
add_comment, which may lead to replies beingposted as independent comments.
Why this is needed
While investigating issue #9610, it became clear that the helper method
does not forward reply information. This note documents the behavior and
helps future contributors implement a fix.
