Removed rollerskates & clown-outfit cargo bounties; reduce pancakes needed for pancake cargo bounty

About the PR

• The rollerskates and clown mask/shoes cargo bounties have been removed.
• The pancakes cargo bounty now requires 6 pancakes (from 13) but only awards $5000 (from $10000).

Why / Balance

Cargo bounties as a whole are a little underbaked at the moment, but these specific bounties strike me as especially bad. Reasoning is as follows:

• Roller skates: This bounty has always been kind of bad since it's one of those bounties that cargo can only fulfill by buying the relevant item from the ATS, but the recent-ish changes to toy boxes have made it even worse since they're no longer a guarenteed spawn. This means that if this bounty shows up, the only way to get rid of it is to either skip it entirely or to buy toy boxes and hope you get lucky. Since the reward is $900, and toy boxes cost $900, at best you get rollerskates from the first box you buy, break even, and accomplish nothing other than wasting your time.

• Clown mask/shoes: Another one of those bounties where cargo can fulfill it by just buying the relevant item from the ATS (via the theatrical performances crate), but I think this one is a bit worse because the fact that the theatrical performances crate actually has these items isn't very clear, and some players (especially newer players) are likely to assume that they need to take these items from the station's actual clown (and being forced to hand clothes you're currently wearing over to cargo feels bad). Since there's also jester shoes as an alternative to clown shoes, the "take the items from the clown" method doesn't even work if they didn't pick the "right" shoes in their loadout.

• Pancakes: I do actually like most of the kitchen-related bounties, since they give the Chef a specific recipe to work towards, but 13 pancakes is obnoxious (it requires exactly one more egg than the chef has available roundstart, meaning that cargo has to buy more eggs in advance in order for this bounty to be completable). Reduced the number to 6 pancakes (and halved the reward accordingly); this allows the chef to produce all 6 pancakes in one 30-second batch, and also gives the chef some leeway if they used a few of their starting eggs earlier in the shift.

I'm open to adding other removals/changes to this PR, but there's kind of a lack of variety in cargo bounties as-is so it'd be bad to remove too many at once without adding new ones to replace them.
